If the object is moving, the received frequency will be slightly different than the original (this is the Doppler effect). The radar gun senses the difference in the transmitted and received signal. The frequency of this difference signal is proportional to the speed of the object, which the radar gun converts this to Miles per Hour, or Kilometers per Hour.
